10:27Bilingualism means that a person can master at least one language skills in both languages , though at a minimum . Bilingual education is an education policy that is common for countries with a population of multi-racial or multi- ethnic society . Basic education is essential in the education system , particularly for countries which once occupied the invaders as experienced by the ASEAN countries such as Malaysia , Singapore , Indonesia , Philippines , Brunei , except Thailand . Malaysia , Singapore and Brunei , a former British colony , the Philippines was a former colony of Spain and then the United States . The diversity of nationalities and ethnic groups in these countries led to the use of different languages among a people by another people .
